This conference serves as an international platform to realize the founding vision of the WNI WxBunka (Weather Culture) Foundation: the modernization of weather infrastructure and the advancement of forecasting technology across the Asia-Pacific region. Following the first edition, which explored the potential of AI technology, and the second edition, which focused on societal implementation through Early Warning Systems (EWS), the third edition in December 2026 will convene under the theme, "Creating a Flood-Resilient Future with AI." Addressing the practical limitations highlighted in our previous discussions, this upcoming conference will present a more technical and ambitious vision. ・ Beyond Physical and Resolution Limits We will explore how the world's leading cutting-edge AI weather models can overcome traditional bottlenecks in numerical weather prediction (NWP), such as the computational costs of atmospheric physical models and biases in reanalysis data. We will examine this potential specifically in the context of extreme weather detection. ・ Infrastructure and Resilience We will seek approaches to integrate high-precision AI forecasts into daily operational forecasting and Early Warning Systems (EWS). We will discuss concrete implementation roadmaps for adapting to severe disasters, such as the heavy rainfall and floods threatening the Asia-Pacific region, and for driving "Early Action" to protect lives. ・ Co-creation and Collaboration Envisioning a "new division of roles" and forms of collaboration among Big Tech companies, national meteorological and hydrological services (NMHS), and academia in the AI era, we will discuss a co-creation ecosystem aimed at building a sustainable weather infrastructure for the future.
